Tier C events? Options

I have a question about Tier C events. What is the difference between this level event and something like our local course challenge? Better caliber  players? Are there lower level players-novice?

There's likely a better definition, but C-Tiers are PDGA tourneys that tend to be one day events, usually on a single course. They should offer all of the normal divisions. In substance, they 'look' an awful lot like our course challenges. The caliber of players-like any event-just depends on who decides to show up.
